   Though it's hard to tell for sure from your photo, it looks like one of those carved handle cues that came in from Vietnam and similar places. You can usually find them on eBay for between $10 and $30. The wood they are made from was almost always of poor quality, typically be unsuitable for use in pool cues.

   It's nothing special.
