Balls Bounce when Hitting Rail on Pool Table

I have a Legacy pool table and what happens is the balls bounce when you hit a ball to the rail.

I have tried to solve this problem but after a few days they bounce worse. I have loosened and re-tightened the rails trying to make adjustments but have not solved this problem.

If you shoot a ball to hard it will bounce off the table, shoot at an angle, etc.

Any advice will be helpful.
