Rules for Coaching and Slow Play in Pool Leagues

Is coaching illegal in league play?

What about slow play?

In the Tuesday night local pool league play we have one player who takes five minutes to play every shot and holds a committee meeting with his partner on almost every shot.

I see some rules on the net that says both slow and coaching are illegal and other sites don't mention it.
