I am not sure if this is the best way to measure pool cue shaft diameter, but I use a digital micrometer and take the measurement within the first 6 inches of the shaft. About 2-3 inches up the shaft from the ferrule should be sufficient.

I have gotten to the point after so long that just by feel, I know if a shaft is within my specs.

I like anywhere between 12.75 mm and 13.25 mm. Anything smaller than this is WAY too small for me. A 12.75 mm pool cue shaft is as small as I'll go.
