Can you help identify who made this pool cue? What might it be valued at?

I purchased this cue in Seattle at a pool supply store for $300. This was in about 1981. Any help would be appreciated thank you

   Can I see a close up of the pin as well as a close up of the bumper and whatever is under the bumper?
