Interesting cue. I believe they are lower end cues, but not 100% sure. Found a couple for sale on the net:
First on was on goodwill in Spokane, WA, but no manufacturer info or photos, but based on the description, I'd bet its the same one.
W.F.S. Pool Cue in Hard Case
This auction is for a W.F.S. pool cue #2154 in a hard case. It is a 19 oz. cue with adjustable weight and length. It measures 57.5" in total length. It is in good cosmetic condition, but does need a new tip. The case appears to be in good condition, as well. Price: $7.99 plus shipping.
Next, an estate sale, again, photos no longer available online (other than a thumbnail), and no price or manufacturer info but again, same or very similar cue to yours I think:

I know some big department stores brought in cues from Japan back in the day like J.C Penny, etc.
