Cut Throat Billiards Ball in Hand Foul Dilemma

The BCA Official Rules 2017/2018 Edition Page 85 states:

Cue ball after jumping off table or scratch, incoming player has ball in hand (BIH) behind the head string.

Dilemma: Player #1 before me has scratched. I am incoming player #2. One of my balls as well as player 3's ball are to be spotted at the foot spot and behind on the long string. Unfortunately for me, all other balls are behind the head string. I can find no rule to determined how to place the two balls on the long string.

If Player 3's ball is placed first, my shot is easy. If my ball is placed first, my shot is difficult. Obviously, I would want to place my opponents ball first.

    So I couldn't find an authoritative documented source for this answer, so take it for what it's worth.

    Basically, the player committing the foul "pays the penalty". The in your scenario, player 1 fouls, so he is the one spotting the balls. You are player 2, so you have no input into where the balls are placed. I did find this variation, which seems to imply that the fouling player takes care of the administration of the penalties:

    BALL AFTER JUMP, SCRATCH OR FOUL

    Each of these requires the shooter to either:

    • Drop one ball from his group (his choice of which ball), or
    • spot one of each of his opponents' balls (which may not always be possible, which would force him to drop one of his own).

    I haven't played this in a long time so my memory is a bit rusty. Let me know if you find anything any different.

    This remains a dilemma and I would like BCA to make a ruling. If Player 1 "pays the penalty", he would have every incentive to place my ball first. In a way, this would mitigate his penalty because it makes me more likely to foul.

    One answer is to change the game to BIH anywhere.

    In any case, I think this is stimulating as a logical exercise. Cut throat is a great social game.

    One other answer is: I own the table, I make the rules!
