Cue Ball Position for Break Shot in "Last Pocket" 8 Ball
If you set the cue ball tight against the side rail and hit the cue ball with right english driving the ball into the side rail and the cue ball hits the rack between the second and third ball is this legal?
I've heard they break like this in California.

Why would anyone drive the CB into the rail trying to make a break shot? But if the cue ball is behind the head spot on the break anything is legal. Far as I know at least. Are you sure your info mis correct? Sounds like you may have heard it wrong. On the other hand, anything is possible in CA.

What coul possible motivate someone to loose 30%-odd of the energy by boucing it off a rail on the break?

That's a 1 pocket break seldom used. Never saw anyone break that way in 8 ball. I think you have your facts mixed up or you're not explaining the break correctly? Is this on bar box table perhaps?

What game are you referring to? It sounds to me that maybe someone is pulling your leg and you are a third party person passing this on. Can you check it out and verify it? Unless it is a new game some guys are playing around with it makes no sense at all. As Mitch pointed out, the energy lost alone would defeat it as a game.
