Billiard Rules for Object Ball Frozen to the Rail

I need some information on the frozen object ball rule in billiards, specifically, pool rules for when the object ball is frozen to the rail.

When a object ball is frozen to the rail and you slowly roll the cue ball to the frozen ball and glance off it and hit the rail it was frozen to; is that a legal shot?

Does the cue ball or object ball have to hit a different rail when calling safe in an 8 ball game?
