Clark Herd Victor Billiards (1620 Marking)

I am trying to find out some info on a pool table I seen for sale. The gentlemen told me it is a Clark Herd but has a Victor plate.

I have attached some pictures and I am intersted in restoring this. I am a woodworker, but this would be my first Billiard table project.

Basically I want to know if it is worth it. What they go for and any information I can find about the 1620 that is marked on the legs as he told me. I thought both Victor and Clark Herd were manufactured in Philly but not sure if they are the same company or were at some point. Anyways, any help is greatly appreciated.
