Rules for Clearing Obstructions from Pool Table

Some of you may have witnessed players clearing obstructions from the pool table between the path of the object ball and the pocket. Is this cleaning or clearing of dust or dirt allowed while the balls are in motion? I thought that it was allowed only if the balls were not in motion. I can't seem to find reference to this in any of the billiards rules.

    I would assume and we know what that means, while a ball is in motion unless the foreign object was a chalk or the tip of your Cue it would not be expectable. I, in a friendly game I would let it slide but in a tournament would call for a official to make that decision. I look at the table before making a shot.
