Legal Leaning on the Pool Table

Can someone explain to me whether or not it is legal to either sit on pool table and take a shot? What about when you have to lean on the table to to shoot? Is that legal?

I heard that the foot touching the ground is a factor. How do billiard referees make the call?

   As far as I know as long as a foot is touching the ground it's a good shot.
