Ball In Hand Rules

Is ball in hand the rules of pool (generally) or are these just tournament rules?

    League rules are made up to make the game more fun for amateur players like us. Have you ever played at a bar? Whoever is playing on that table sets the rules for that table in billiards played in a bar. As long as you ask before hand, you'll be fine. I've never played anyone outside of the league that allowed a ball in hand as part of normal billiard rules. So to answer your question I believe that the answer is NO. I still believe however that the ball in hand rule is only enforced in leagues.

    However in 9 ball, the ball in hand rules are enforced at all levels of play. I know this for a fact. I have watched several professional pool tournaments and witnessed this to be true. Unfortunately I have never been able to watch the professionals play 8 ball.
