Poker Ball Pool Rules for Last Card

Near the end of a game of poker pool the other night, my friend got up to shoot, forgetting to say "last card" before he shot. He then shot the 14 (neutral) ball, and a debate ensued. He suggested that he did not have to call last card as he was shooting a neutral ball, even though it was his last card.

Anyone know the surefire rule on this one?
