Bar Table Challenge Slots

Does anyone know exactly how those plastic table quarter slots are intended to be used? It is my deduction that you place your quarter in a 'numbered' slot, and when that number comes up it's your turn. All you have to do is remember your number. It's very simple. If the slots get filled up, then the next incoming player places his marker in the number 1 position. It seems in every bar I go to, no one can grasp that concept and you have people continually moving the quarters up. Am I right or wrong?

   Our bar uses a chalk board and you write your name on the bottom of the list. When your name gets called, you pay and earse your name from the list.
