Aligning the Rack

I didn't see this specified in the Rules, and I couldn't find it in the forum discussions:

Must the rack be aligned with its base parallel to the foot rail or is the only requirement that the apex ball be on the spot?

If it must be parallel, how precise is required, and who gets to judge and approve the rack alignment?

    You should always try to get the rack as well aligned as possible, both for yourself and for the opposing player. It's good sportsmanship. The breaking player can request a re-rack if not satisfied with it, and you must oblige. If a referee is present to rack for the players, the breaker can still request a new rack if not happy with it. On league one night, in a 9ball match I had a player place the 1 behind the foot spot, I requested a new rack. He did it again. So I called over my team captain and had him watch the rack, this solved the problem.

    That's one of the reasons the spot is there. But, that does not mean the rack is lined up with rails. It's something to watch. I use the spot and then do a visual to make sure the rack corners are in line with the rail diamonds.

    I went through BCA line by line and found no mention of the rack excepting that the apex ball be on the foot spot. So, in principle (but contrary to the intent) you could rack at a 30 degree angle and remain in compliance with the BCA rules.

    This surprised me.
